PROTECT Week Is Off to a Great Start

Maryland Department of Aging Secretary Carmel Roques joined other Maryland officials and non-profits this week to kick off PROTECT Week 2023 – a statewide awareness and education campaign targeting abuse and financial exploitation of older adults.

AARP Maryland hosted a press conference on Monday, June 12, with a coalition of federal and local government, business owners, and consumer groups, followed by a live tele-town hall conversation with advice from leading experts on fraud and abuse.

“The Maryland Department of Aging is committed to the safety and well-being of older Marylanders and supports efforts across multiple sectors and state agencies to achieve that end,” Secretary Roques said. “Our goal is to provide protections for older people, including teaching them how to protect themselves.”

Secretary Roques presented a proclamation during the press conference on behalf of Governor Wes Moore, proclaiming June 15, 2023 as World Elder Abuse Awareness Day to promote a better understanding of abuse and neglect of older adults and encourage taking action to raise awareness, prevent, and address this abuse.

Secretary Roques described how the department works with its 19 local Area Agencies on Aging in every jurisdiction across the state to help combat abuse and keep older Marylanders safe through several Department of Aging programs including:

  • The State Long-Term Care Ombudsman Program, which protects the rights and promotes the well-being of the more than 50,000 residents currently living in assisted livings and nursing homes in Maryland;
  • The Public Guardianship Program, which serves older adults who have been deemed by a court of law to lack the capacity to make or communicate responsible decisions concerning their daily living needs;
  • The Senior Legal Assistance Program, which provides access to legal advice, counseling, and representation to older Marylanders, local Ombudsmen, and health insurance counselors; and
  • The Senior Medicare Patrol, which teaches Medicare and Medicaid clients how to recognize and report health care fraud, waste, abuse, or error.

Maryland Officials and Non-Profits Unite to Combat Elder Financial Abuse During PROTECT Week 2023 Events Kick Off at June 12 Press Conference

ANNAPOLIS, MD — AARP Maryland, the Maryland Attorney General, Comptroller of Maryland, Maryland Department of Aging, Maryland Department of Human Services, Office of Financial Regulation in the Maryland Department of Labor, and the U.S. Attorney’s Office — along with a coalition of federal, local government, business and consumer groups — are kicking off PROTECT Week, a statewide awareness and education campaign targeting elder abuse and financial exploitation.

PROTECT Week is an annual initiative anchored around World Elder Abuse Awareness Day, June 15.(For a complete schedule of virtual and in-person events, including free document shreds, visit www.aarp.org/md).

“Elder abuse and financial exploitation are serious problems in our state, we must do everything we can to prevent them,” said AARP Maryland State Director Hank Greenberg. “PROTECT Week is a great opportunity for Marylanders to learn more about these issues and what they can do to help keep their loved ones safe.”

“Every year, thousands of older adults fall victim to financial exploitation, and the consequences can be severe,” Comptroller Brooke Lierman said. “Our office is proud to join the many partners involved in PROTECT Week 2023 to ensure that Marylanders are provided the information needed to help identify and avoid scams, so they are fully aware of the risks – and how to avoid them.”

According to the National Center on Elder Abuse, one in 10 Americans aged sixty and over have experienced some form of elder abuse— and financial exploitation is the most common type. Elder abuse can take many forms, including physical, emotional, sexual, and financial abuse, as well as neglect.

“Our older Marylanders have dedicated their lives to raising families, building our communities, and growing our economy. They deserve to live with dignity and without fear of exploitation and abuse,” said Attorney General Anthony Brown. “These heartbreaking abuses can occur at the hands of trusted friends and family, as well as complete strangers. The best protection is information, which is why PROTECT Week is so important. My office provides resources to help seniors and vulnerable adults avoid scams and fraud, and to pursue asset recovery on behalf of those who have been exploited.”

“Our team is committed to promoting the safety, stability and independence of seniors in our communities,” said Maryland Department of Human Services Secretary Rafael López. “We need your help. Each financial exploitation case we open starts with a report from someone who is concerned. We do not know there’s a problem unless you say something. So, if you suspect someone is being abused, neglected or exploited in any way, take action. Please call 1-800-91Prevent (1-800-917-7383).”

“People do not ‘lose’ money to scammers,” reminded AARP Executive Council Member Karen Morgan. “Their money is stolen, by criminals who use emotional manipulation as a weapon.”

Attention: Red Alert Air Quality in Maryland Due to Canadian Wildfires

ANNAPOLIS, MD — Governor Moore released the following statement regarding Maryland’s Red Alert Air Quality Condition resulting from the Canadian Wildfires: 

“We are working in close coordination with the Maryland Department of the Environment and Maryland Department of Health to monitor the impact that wildfires burning in Quebec, Canada are having on air quality both in Maryland and across the region.

The Maryland Department of the Environment is advising Marylanders to expect unhealthy air conditions today through at least Thursday as smoke and fine particles produced from the wildfires continue to spread over the region. Air quality is currently at unhealthy levels for everyone. Marylanders should consider limiting time spent outdoors and avoid prolonged or heavy exertion until air quality improves. Anyone sensitive to air pollution, including young children, older adults, people with respiratory problems such as asthma, or people with heart conditions should avoid outdoor exertion altogether.  People who must be outside, such as outdoor workers, should be alert for symptoms such as difficulty breathing.  Air quality information is always available at mde.maryland.gov.

The Maryland Department of Health is advising Marylanders to follow the Air Quality Action Guide, which includes information on preventing adverse effects of polluted air. For a red alert, everyone should limit strenuous outdoor activity when the air is unhealthy to breathe. 

  • If you have lung or heart disease, stay indoors
  • Air conditioning can improve the air quality indoors
  • Masks (like N95s, KN95s) will reduce the particles that you breathe, but they can also make it harder to breathe
  • Be alert for breathing problems in children, especially children with lung problems like asthma
  • Check on neighbors and relatives with chronic health problems

The health and safety of Marylanders is our top priority. We will continue to monitor the situation and provide updates as more information is available.”
